The financial institution was registered as Bezhitsa-Bank in Bryansk in November 1990. In the 1990s and the early 2000s the bank’s major shareholders and key customers were Bryansk Machine Engineering Plant, Bryansk Electric Mechanical Plant, Bryansk Chemical Plant, and Menocom, and Bryansk Dairy Plant. In 2004, the bank joined the national deposit insurance system. In 2005, the Federal Agency for State Property Management acquired a stake in the bank. In 2006, the lending institution ended up under the wing of the Bank of Moscow which controlled over 95% of the bank by 2009. By that time, Bezhitsa-Bank held stable positions in the mortgage lending sector in the Bryansk region, and in SME lending. After VTB Group took over the Bank of Moscow in 2011, Bezhitsa-Bank, de jure, became part of the banking group. \r\n \r\n\r\n \r\n

In April 2012, retail lender VTB 24 acquired a 100% stake in Bezhitsa-Bank. Dmitry Rudenko, former deputy board chairman at Bank Russian Standard and VTB 24 who, de facto, was a pioneer in launching consumer lending in Russia, including in POS lending, was appointed to chair the latter’s management board. The rest of the bank’s executives (nearly all of them) came from Bank Russian Standard. \r\n \r\n\r\n \r\n

In October 2012, Bezhitsa-Bank went through rebranding and was renamed Leto Bank, with its headquarters relocated to Moscow. Leto Bank was the so-called \u00ablight\u00bb bank with a focus on the broad retail segment. The financial institution specialized in express lending (including at retail chains), cash loans and credit cards. \r\n\r\n \r\n

It was decided in 2015 to set up Pochta Bank, a new bank, on the basis of Leto Bank, with a 50% \u2014 1 share stake in the bank to be sold by VTB Group to Russian Post. Upon FAS approval, the deal was transacted in January 2016, and since April 6, 2016 Leto Bank has been officially named Pochta Bank PJSC. So, until recently VTB 24 controlled 50% + 1 share of Pochta Bank, with a 50% \u2014 1 share stake held by Pochtovye finansy, Russian Post’s 100% subsidiary. VTB 24’s license was annulled in January 2018 after its reorganization through the merger with VTB Bank. \r\n \r\n\r\n \r\n

VTB Bank and Russian Post each currently control 49.99% of Pochta Bank, with two shares held by Pochta Bank management board chairman Dmitry Rudenko. \n

Leto Bank’s entire regional network (338 customer centers, 283 cash desks and over 46,000 POS offices) continued operation under the new Pochta Bank brand. In 2016, the bank opened over 6,300 units to provide banking services at 3,500 post offices. In 2017, Pochta Bank opened around 12,500 units in 82 regions of Russia and ranked second in terms of the retail network side in the Russian financial market. Notably, over 80% of its network falls to rural areas and localities with population under 30,000. The bank plans to launch roughly 18,000 units until end 2018 at post offices, and another 26,000 units all across Russia, including hard-to-reach regions, by 2023. Most of these units (in line with the strategy, over 90% in 2023) will fall to small-format offices at post offices. In 2017, the bank served 6.3 mln. The financial institution plans to boost its customer base to 21 mln by 2023, thus becoming the third largest bank in Russia by this indicator. As of early 2018, the bank’s headcount averaged 7,736. \r\n \r\n \r\n

The bank targets the following customer segments: pensioners, employees covered by payroll projects, online buyers, small enterprises and micro businesses. The bank’s strategy calls for building long-term relations with the Pension Fund of Russia and opening points of presence at its regional divisions. The bank’s list of retail services currently includes loans (cash loans, refinancing options, student loans, loans for corporate customers and pensioners), debit and credit cards (Visa, and MIR), deposit accounts, payments and money transfers (including via Western Union), saving accounts with interest accrued on balances, etc. The financial institution is also planned to launch payroll projects, including for Russian Post itself. The bank extends corporate loans, although their portion on the balance sheet is minimum. As of early 2018, the bank ran an ATM network comprising nearly 4,000 machines. \r\n \r\n\r\n

During the past twelve months, the lending institution’s net assets doubled to Rub 286.8 bln as of March 1, 2018. Asset growth was mainly funded by retail deposits that more than quadrupled (up Rub 142.6 bln). Around two thirds of drawn liquidity was funneled into retail lending and one third as loans in the inter-bank lending market. \r\n \r\n\r\n \r\n

As of the balance sheet date, retail deposits accounted for most of the bank’s liabilities (65%) following rampant growth of retail deposits. Drawn inter-bank loans accounted for 14% of liabilities, with all funds borrowed from VTB 24. Credits extended for 12 to 36 months prevail in these funds. On a monthly basis, the bank tends not to take out any inter-bank loans. The rest of liabilities mainly falls to equity, while funds of businesses and institutions hardly exceed 1%. Over the past twelve months, the bank’s capital, which is calculated under the Bank of Russia methodology, doubled. Fixed assets climbed on the back of shareholders’ injection into the capital, the lending institution’s net profit, and a subordinated loan drawn. \r\n \r\n\r\n \r\n

Also, 73.6% of assets fall to the retail credit portfolio (up 74% over the past twelve months). The credit portfolio virtually lacks corporate loans. During the past twelve months the weight of overdue debt in the credit portfolio remained unchanged. Coupled with impressive growth of lending, the bank managed to cut overdue debt from 16% to 9%. Loan loss provisions were also halved to 13.3%, covering overdue debt in full. Credits are not collateralized as lending targets households. As for the breakdown of the credit portfolio by duration, nearly half falls to 36M+ loans, and another quarter to those granted for 12 to 36 months. \r\n \r\n \r\n

By the balance sheet date, the portfolio of inter-bank loans accounted for 16.4% of net assets, although a year ago it was equal to 0.1%. As of the balance sheet date, all inter-bank loans were extended for short periods. The bank traditionally lends small amounts on rare occasions in the inter-bank lending market, although since November 2017 it has been borrowing in the inter-bank lending market. As a result, from November 2017 through February 2018 the bank’s monthly turnover of inter-bank loans rocketed from Rub 32.5 bln to Rub 327.5 bln. \r\n \r\n\r\n \r\n

High-liquidity assets account for 5.4% of net assets (most of them fall to cash in hand), other assets, fixed assets and stakes held in other companies, in the aggregate, account for slightly more than 4.5% of net assets. \r\n \r\n\r\n \r\n

The bank does not have any securities portfolio, keeps clear of repurchase transactions and its turnover in the FX market is minimum. \r\n \r\n\r\n \r\n

In 2017, the bank generated Rub 5.6 bln in net profit under RAS (Rub 721.5 mln in 2016). The bank earned Rub 2.1 bln in net profit during the first two months of 2018. \r\n \r\n\r\n \r\n
